All documents related to open session items on this agenda that are received less than 72 hours prior to this meeting, and are public records, will be available for review in the Office of the City Clerk, 613 E. Broadway, RM 110, Glendale, CA 91206.
Translation services are provided for meetings through the use of bilingual staff for speakers who wish to utilize the service as available. Please specify the language for which you require translation. The exclusive use of City provided interpreters is not required and persons are welcome to use their own interpreter or speak in their native language.

Due to social distancing requirements, the public will not be able to attend the meeting. The public is encouraged to watch and participate from the safety of their homes to practice social distancing.

Glendale Water and Power, re: Amendments to Service Schedule Agreement with Alliance for Cooperative Energy Services Power Marketing, LLC

  1. Motion Authorizing the City Manager, or his designee, to execute Amendments to Service Schedule Agreement (Contract No. 8000569) with Alliance for Cooperative Energy Services Power Marketing, LLC (“ACES”)  and Southern California Public Power Authority (“SCPPA”) to provide three years of Onsite Energy Risk Manager Consulting Services for an amount not to exceed $730,739, plus up to one additional one-year renewal at the City’s option for an amount not to exceed $253,387, for a new total contract amount not to exceed $5,404,542 inclusive of the extension and contingencies

b.

Glendale Water and Power, re: Award of a Construction Contract to Jeremy Harris Construction, Inc. for the Brand Park Reservoir Slope Repair Project

  1. Motion authorizing the City Manager, or his designee, to enter into and execute a contract with Jeremy Harris Construction, Inc. of Riverside, CA, in the amount of $198,654 plus a fifteen percent (15%) contingency of $29,798 for the Brand Park Reservoir Slope Repair Project (Specification No. 3871 and Plan No. 6926-E)

Community Services and Parks, re: Award of Supportive Services Program Amendment Four of Grant Funds for FY 2021-2022 from County of Los Angeles Workforce Development, Aging and Community Services

  1. Motion accepting baseline grant funding in the amount of $50,400 from County of Los Angeles Workforce, Aging and Community Services (WDACS) for FY 2021-2022 Supportive Services Program (SSP); and authorizing the City Manager or a designee to execute Amendment Four to the WDACS Contract Subaward Number SSP192004 Subaward period July 1, 2021 – June 30, 2022 (dated July 1, 2021) to accept and implement WDACS funding
  2. Resolution of Appropriation to appropriate additional $1,400 in Supportive Services Program baseline grant funding for defined and contracted senior case management services from County of Los Angeles WDACS

Community Services and Parks, re: Older Americans Act baseline funding for FY 2021-2022 Elderly Nutrition Program (Amendment Four to the Subaward) from County of Los Angeles Workforce Development, Aging and Community Services and Meals on Wheels America Go Further Fund Building Capacity grant funding in support of Elderly Nutrition Program

  1. Motion accepting grant funds in the amount of $301,000 in Older Americans Act (OAA) baseline funding from the County of Los Angeles Workforce Development, Aging, and Community Services (WDACS) for the FY 2021-2022 Elderly Nutrition Program (ENP); and authorizing the City Manager or a designee to execute Amendment Four to the WDACS Contract ENP Subaward Number ENP202106 Subaward Period July 2020 – June 2022 to accept and implement the WDACS funding
  2. Motion accepting Meals on Wheels Go Further Fund Building Capacity grant from Meals on Wheels America (MOWA) in the amount of $25,000 for Elderly Nutrition Program services; and authorizing the City Manager, or a designee to execute all agreements, certifications, and documents necessary to accept and implement funding
  3. Resolution of Appropriation to appropriate additional $10,000 in Older Americans Act baseline funding for defined and contracted services from County of Los Angeles Workforce Development, Aging and Community Services (WDACS) for the Elderly Nutrition Program for the following: (a) C-1 Congregate Meals-$8,000 (b) C-2 Home Delivered Meals-$2,000; and Meals on Wheels Go Further Fund Building Capacity grant funding in the amount of $25,000 from Meals On Wheels America (MOWA) for the Elderly Nutrition Program
  4. Motion authorizing the City Manager or a designee to execute Amendment Seven with Bateman Community Living, LLC dba Trio Community Meals, in the amount of $35,000 (to add an additional $10,000 in funding from the Older Americans Act grant and $25,000 in funding from the Meals on Wheels Go Further Fund Building Capacity grant), to provide additional meals to seniors through the Elderly Nutrition Program, for a total contract price, including past and future increases, not to exceed $2,049,856
